Digital Agenda: Public Consultation on net neutrality and Internet freedom
The net neutrality debate is an important one for Europe and in order to achieve the targets and goals of the Digital Agenda an open and neutral internet must exist. Many key questions have arisen about net neutrality including whether the EU needs to act further to ensure fairness in the internet market or whether industry should take the lead; as a result the European Commission recently launched a public consultation.
The public consultation is open to all interested parties - service and content providers, consumers, businesses and researchers - who are invited to respond by 30th September 2010. The European Commission wants to know your opinions on potential problems such as certain forms of traffic management e.g. some people believe that treating one stream of data differently from another may undermine the openness of the internet, and also whether new telecom rules can tackle this. It is expected that a Communication will be published on net neutrality, based on this consultation, by the end of 2010.
Call for Participation: ePractice Workshop - Digital Literacy
This workshop will aim to encourage the sharing of good practice in the area of digital competences of intermediaries and social actors working in the field of economic, social and/or digital inclusion of groups at risk of exclusion, such as the elderly, disabled, migrants, youth, unemployed and low educated people.
The Digital Literacy workshop is highly interested in presentations relating to specific case studies, and will base their selection process on whether presentations meet the specific criteria, and that they must be relevant, short and concise (no more than ten slides long).
Presentation proposals should be based on one or more real case-studies that have been submitted to the ePractice Portal. The speakers will be considered in conjunction with the European Commission, and must be submitted by 13th September, to Eurodynamics Events with Vassilia Orfanou in cc. Speakers will be notified two weeks before the event, whether they have been selected to make a presentation during the workshop.
Another ePractice Workshop, "eInclusion Days - Inclusive eGovernment" will take place on 13th October,also at the European Commission in Brussels.

The CEPIS Research Task Force is in the process of formation and members areinvited to express an interest in joining. As presented by Vice PresidentMalgorzata Kalinowska-Iszkowska at the 44th CEPIS Council the suggested workprogramme for the Research Task Force may include:
- A review of common research issues across Europe
- Creating a list of issues and concerns affecting the area of Research to focus action on;
- Preparing reports expressing CEPIS' views on Education & Research;
- Investigating how legal regulations may impact on ICT e.g. patent law, copyright levies, and intellectual property rights.
In order to achieve the above objectives along with other topics relevant toMember Societies, CEPIS would like to call upon the vast wealth of knowledgeand experience that all CEPIS members possess, to create a strong and committedtask force.

Software Quality SIN Update: Experts Sign up now
The CEPIS Software Quality Special Interest Network (SQ SIN) aims to provide a network for experts from CEPIS member societies to work together to collect, analyse, coordinate and offer educational, professional and research expertise to relevant and interested European parties.
Recently the final experts who expressed interest in joining the SQ SIN have been accepted, and an infrastructure has been set-up for all participants via Google Groups. Google Groups will be the platform for communication and coordination of the SQ SIN group and we encourage any CEPIS Members still interested in participating to please join the group by the link provided in the Members Area.
Callfor Participation: CEPIS Green ICT Task Force
CEPIS Members are invited to participate in the important work of the Green ICTTask Force. The topic of Green ICT is essential for Europe and itsenvironmental sustainability in the future by lowering greenhouse gasemissions, and improving energy efficiency. CEPIS Honorary Secretary, ByronNicolaides, presented a paperon Green ICT during the 44th Council meeting.
The proposed aims of the Task Force include:
- To raise Green ICT issues to both the European Commission and European Institutions and to participate in all relevant initiatives and events;
- To increase the actions of Member societies in their countries in order to promote the ideas of Green ICT;
- To ensure that ICT professionals have the required knowledge to handle Green ICT issues and are capable to design solutions and operate systems in accordance with Green ICT rules;
- To mobilize the ICT product end-users to change their habits and to ensure that they purchase and use more environmentally friendly ICT devices that are compatible with Green criteria;
- Award enterprises or organisations that adopt and apply Green ICT measures;
- Promote the good practice of Green ICT by adopting a Green ICT certification or a Green ICT mark/sign.
Currently eight out of 36 CEPIS Member societies arerepresented on the Green ICT Task Force.

ENISA Vacancy for Expert in Application Security
The European Network and Information Security Agency (ENISA) invitesapplications for the position of Expert in Application Security.
ENISA wishes to develop an end-to-end approach addressing the entire systemlayer and process steps in relation to the root of many network and informationsecurity issues for ENISA stakeholders i.e. application - layer weaknesses. TheExpert in Application Security will work within two new programmes, "SecureApplications and Services" and "eID" to develop ENISA's capability to addresssuch issues.

Call for Experts: CEPIS Software Quality SIN
Following the decision created at the 43rd CEPISCouncil, the Software Quality Special Interest Network (SQ SIN) are seeking experts in the area ofsoftware quality, engineering and innovation, who are motivated by the goal of analyzing,disseminating and promoting related best practices in Europe.
Activities of SQ SIN will include:
- develop, discuss and promote analysis and studies on issues in the area of software quality, engineering and innovation;
- compile and disseminate relevant information for the promotion of best practices in software quality;
- cooperate with existing events, initiatives and projects to assist European software professionals and organisations to implement best practices;
- promote education and qualification of European professionals in software quality, engineering and innovation best practices by providing expertise for specific activities including CEPIS projects in this area;
- coordinate research efforts to get deeper understanding of and to develop best practices for software quality in the context of European organizations and markets.
Cooperationwith existing initiatives, conferences, publications or projects as well as thelaunch of specific activities (such as surveys, analysis, studies,research, etc.) is all part of the planned actions.

CEPIS Call for Participation: Green ICT Task Force
One of the five strategic objectives put forward at the CEPIS President'sStrategy Meeting on 19th November 2009 was Green ICT.
CEPIS Honorary Secretary, Byron Nicolaides, calls on all Member Societies topropose a representative for the new Green ICT Task Force.
Proposals for Task Force representatives should be sent to Carol-Ann Kogelman at your earliestconvenience. The first Green ICT Task Force meeting is planned for 24th February.CEPIS members are encouraged to participate in this Task Force.
Furthermore, a key event organised by the EC, ‘ICT for Energy Efficiency' will be heldin Brussels on 23rd-24th February.

The 1st European Workshop on Computing and ICT Professionalism (EWCIP) will takeplace during the annual CISTI 2010 conference, on 16-19 June, 2010, inBarcelona. The workshop is supported by ATI and CEPIS in creating a meetingpoint for research and practitioner communities from Spain, Portugal andexperts from other European countries around the important topic of ICTprofessionalism.
The EWCIP workshop invites researchers and practitioners to submitcontributions describing relevant advances and or experiences in the study andanalysis of computing and the ICT profession.
Contributions must be submitted by February 26th.

From the 13th - 16thApril 2010, the British Computer Society (BCS) is co-sponsoring the ‘Visions ofComputer Science 2010' Conference, with the Association for Computing Machinery(ACM). The 12th International Conference on Computers Helping People (ICCHP) is taking place in Vienna, Austriafrom 14-16 July 2010. OCG, the Austrian CEPIS Member Society, is organising theconference.

Call for Proposal by ENISA: Emerging and Future RiskScenarios
ENISA recently launched a call for proposals, in relation to the two newassessments of emerging and future risks that will be carried out in 2010.
The generalareas of the scenario proposals must be one of the following:
- Trust andPrivacy
- Resilience
Both areasshall be assessed in relation to the risks, threats and recommendations arisingfrom new and emerging technologies, for example, Cloud Computing, FutureInternet, and Mobile Technologies etc.
The top two proposals will become part of emerging and future riskassessment projects by ENISA for 2010. Proposals must be submitted by 31stJanuary. Candidates are asked to use the SUBMISSIONFORM in order to apply.

Candidates should hold a leading position in academia orin industry/professional practice in one of the disciplines ofinformatics. Call for contributions for ENISA Quarterly Review
ENISA has recently launched a call for contributions for the next edition of the ENISA Quarterly Review (EQR) covering the 4th Quarter of 2009.
The call is open to contributions in all areas of Network and Information Security (NIS), including technical and policy development in NIS, reports from conferences, events or workshops about NIS, international developments in NIS, trends for emerging and future technologies and best practices.
Articles should be submitted by 20th November. Selected authors will be asked to submit final versions of articles by the 20th December.

JISA has recently launched a call for applications for this year’s DISKOBOLOS Awards.
The call is open to applications in several different categories representing the use of ICT in business. These categories are Production, Design, Management, Social Services, Finance, Health, Education, Services, Web, Conferences, Broadcasting Programs, Publishing and Foreign Partners.
The closing date for applications is 21st November and should include a short description as well as the award category to which the application is submitted. Shortlisted candidates will be announced on 9th December.
The Awards Ceremony will take place on 22nd December in the Hotel Continental, Belgrade.

Call for Expression of Interest to set up National Points of Contact of the European Centre Women and Technology
The European Centre for Women and Technology (EWCT) has launched a call for expression of interest to select highly qualified organisations to take leadership in setting up and acting as National Points of Contacts (N-POCs) in all EU Member States and in greater Europe (as bordered by the Ural Mountains).
Each N-POC will run a national multi-stakeholder platform for the coordination of activities related to women and ICT.
Interested organisations are invited to send their application to the ECWT Secretariat. The closing date for submission is 4th September 2009 at 5:00 pm.

Call for Peer Reviewers
eLearning Papers has launched a call for peer reviewers to review submitted articles. Peer reviewers are expected to be active and fair-minded, with academic background and experience in industry, NGO or public sector. Each peer reviewer will review 1-3 articles per year and advise possible improvements.
Peer reviewers contribute on a voluntary basis, therefore no monetary compensation is offered. Please contact the editorial board of the eLearning Papers to submit your application, together with a brief description of your experience.

Virtual Expert Group
ENISA is planning to establish a Virtual Expert Group (no physical meetings required) to study the Security issues in Operating System Virtualisation Technologies.
The work of the group is expected to result in a position paper which will be published by ENISA, while all the members selected for the group will be designated as co-authors. The paper is aimed at end users of these technologies, policy and decision makers.
