Using Web Technologies and Mobile Phones for Social Development: W3C Approach

This paper presents the new initiative that the World Wide Web Consortium (W3C) launched in May 2008; Mobile Web for Social Development. This new group explores how to bring the potential of Information and Communication Technologies (ICTs) to bear on mobile phones as a solution to bridge the digital divide and provide minimal services (health, education, governance, business...) to rural communities and under-privileged populations of developing countries. The first part of this paper presents the rationale behind the launch of the group and the second part deals with the vision and directions it is currently following, the expected schedule, and a list of its deliverables. Turning Semantic into Syntax

The Web is a communication system with a combination of features that invites automatic processing, so that a reader does not simply read what an author wrote, but instead reads an enhanced version, which combines sources and displays information in a way that is adapted to the reader. For W3C, the potential of the Web lies in expressing information in formal languages that a computer can manipulate. Languages already exist or are being developed for such diverse aspects of communication as colours, sounds, geographic locations or copyright licences. The limits have not yet been reached, but they do exist: the more precise the desired expression of meaning, the fewer people are capable of writing it. At some point, the computer has to deal with what is left implicit. In other words, the complement of the semantic Web is Artificial Intelligence. More practical issues also influence which languages can be standardized, in particular the shortage of resources. Download

Content Annotation in the Future Web

This paper presents the current status, trends and tools of Web resource annotation within the context of the Semantic Web, the Web 2.0, and what is known as the Web 3.0, the fusion of the Semantic Web and the Web 2.0. One of the greatest challenges in Web resource annotation is related to the great variety of content that is accessible today and will be available in the future, including not just text but also huge amounts of multimedia content, services and applications, which are generated, classified and evaluated by users. Semantic Web for Evolutionary Peer-to-Peer Knowledge Space

Semantic Web provides the fundamental enabling technology for realising applications exploiting data with machine-readable semantics. A particularly interesting application area is introduced by the concept of knowledge spaces. In this article, we outline the basic concepts of knowledge management and data sharing systems. Then, we reflect and analyse the technical challenges of novel Peer-to-Peer (P2P) information and information evolution management through the lens of the Semantic Web. A good framework for this analysis is provided by ar ecent Network of Excellence project that aims at realising its version of an Open Knowledge Space. The main contribution of this article lies in outlining the three complementary domains of knowledge and data-sharing systems, Semantic Web, knowledge spaces and discussing P2P modelling and evolution in this context. The Zaragoza City Council Website: A Citizen Assistance Service

The Web has become an increasingly more commonplace tool for the exchange of information and knowledge among members of society, and it is now a critical channel in Zaragoza City Council’s citizen interaction process. The main purpose of the Municipal Website is to provide an integrated service to citizens and enterprises through a single point of access. The information made available on the website should be integrated, up-to-date, reliable and presented in a simple format. It should be tailored to suit the nature of the information and the profile of the user it is intended for, and should be free of technical barriers and time efficient. This article describes how the Zaragoza City Council created a powerful channel for e-government services for its citizens. Download
