Other significant points raised were the need to bring government into the digital age, a common approach to cybersecurity, and a high level of resilience in digital infrastructure, industries and services to create a competitive advantage and attract investments.

Finally, even though it was acknowledged that the Member States are ultimately responsible for upskilling citizens and improving infrastructure, the leaders decided to examine possible uses of European investments to further these goals. The Summit conclusions will serve as a basis for discussion at the next European Council on 19-20 October.
